New pipeline analyzes legislative discourse for enhanced accountability

Researchers have developed a new pipeline for analyzing the rhetorical structures within legislative committee hearings, aiming to enhance the understanding of legislative discourse and democratic accountability. This system successfully parses discourse structures from transcripts, with 55.21% of California state bill discussions being analyzed by the proposed grammar. A logistic regression-based classifier, enhanced with grammar-based output masking and utterance tag smoothing, achieved an F1 score of 52.8% in evaluating over 2,000 annotated utterances from 100 hearings.
